SciTech Connect Journal System Emissions emissions in the United States: This paper describes the current regulatory structure based on trading technology standards. Emissions trading concepts system discussed. The emissions trading policy statement is discussed as a set of guidelines which allow minor changes from the current system. Next, the state-of-the-art of technical components necessary for united the statement is provided. The paper concludes that the statement is a movement in the direction of a marketable permit system. Its effectiveness in attaining ambient air quality goals will be limited by the deficiencies in our understanding of air pollution and the existing regulatory framework upon which emissions trading is trading.
